Is water a good or bad conductor of electricity?

We do not use water during an electric fire as it is a good conductor of electricity.but while doing electrolysis, we add a few drops of H2SO4 to make it a good conductor.So exactly is water a good or bad conductor?

Presence of salts in the water makes it good conductor electricity. If water does not contain any salts (or impurities) then it is considered to be pure water, this does not conduct electricity.
That means Pure water is a bad conductor of electricity.
Addition of few drops of H₂SO₄ makes water impure as it contain sulphate ions along with water, so it will conduct electricity.

During an electric fire, we tend to use tap water to extinguish the fires. This conducts electricity because it contains some dissolved calcium and magnesium salts, which are good conductors of electricity. During electrolysis, we mainly use distilled water, which has no impurities and thus cannot conduct electricity. Hence, we add a few drops of dil.H2SO4 to increase its conductivity.
