Any material that does not readily burn. For everyday use, most metals, rock, and glass are non-combustible. Drywall (Sheetrock is a brand name) is made from gypsum rock, and is considered non-combustible- as is brick and concrete. Asbestos is very throughly non-combustible, but rarely used any more due to severe health hazards.
